EASNIE can offer fully self-funded, external consultancies and audits to individual countries. Country consultancies and audits aim to provide recommendations to support evidence-based policy- and decision-making that promote self-review across all system levels and support longer-term development work in the country concerned.

Review of Additional Learning Needs Legislative Framework in United Kingdom (Wales)

In mid-2025, EASNIE was contracted to perform consultancy work to provide the Welsh Government with an analysis of the Additional Learning Needs and Education Tribunal (Wales) Act. The analysis will provide evidence for decision-making on revisions to the additional learning needs policy and legislative framework.

Designing a Roadmap: Towards Inclusion in United Kingdom (Northern Ireland)

In early 2024, EASNIE began consultancy work at the request of the Department of Education in Northern Ireland. The consultancy aimed to inform developments in legislation and policy for inclusive education and create a roadmap for inclusive education.

Audits of the Maltese inclusive education system

Education for All: Special Needs and Inclusive Education in Malta

In 2014, EASNIE undertook an audit of Malta’s special needs and inclusive education system on behalf of the Maltese Ministry for Education and Employment. The audit considered the entire system for inclusive education in Malta, with particular emphasis on special needs resourcing and effectiveness issues.

EASNIE also assisted the Maltese Ministry in sharing the findings with key stakeholders and engaging them in on-going discussions about priorities and challenges for longer-term development work.

Inclusive Transformation: Route to Quality Education in Malta

Ten years on from the first audit of Malta’s system for inclusive education, the Maltese Ministry for Education, Sport, Youth, Research and Innovation asked EASNIE to conduct a re-audit. The aim was to identify progress made since 2014 against the standards and priority actions, identify new priority actions for future work and showcase opportunities for building on existing effective practice. The 2024 re-audit final report, ‘Route to Quality Education in Malta’, was submitted to the Ministry.

The Icelandic Ministry of Education, Science and Culture asked EASNIE to undertake an audit of the inclusive education system in Iceland in 2016. The audit aimed to support evidence-based practice and decision-making, promote self-review across all system levels and support longer-term development work. It considered system structure, process and outcome factors, and aimed to provide information that could be used to plan systematic improvements in Iceland in the long term.
